Jim Woodruff is held back by Jim Woodruff Lock and Dam , a concrete gravity structure, resisting the reservoir by its own weight alone , standing 92 ft high and running 7,000 ft along its crest , built across APALACHICOLA in Jackson County , near CHATTAHOCHEE FLA . It was completed in 1954 , and is owned by USACE - Mobile District , to a design credited to CESAM. Its recorded primary purpose is navigation — the pool is held inside a narrow band to keep a navigable depth, so large swings are rare by design. Its spillway is gated, so the operator can hold the pool above the spillway crest and meter what leaves. NID classes it high hazard potential. That describes what a failure would cost downstream — loss of life would be expected — and says nothing about how likely a failure is, or what condition the dam is in. Lake Talquin is held back by Jackson Bluff Dam , an earthfill embankment, holding the pool back by sheer mass and an impervious core rather than by the strength of concrete , standing 65 ft high and running 4,200 ft along its crest , built across OCHLOCKONEE in Gadsden County . It was completed in 1928 , and is owned by Florida Board of Trustees of the Internal Improvement Trust Fund (State of Florida) . Its recorded primary purpose is recreation — holding a stable pool through the season is an operating goal, so a level well off normal in summer is unusual rather than routine. NID classes it high hazard potential. That describes what a failure would cost downstream — loss of life would be expected — and says nothing about how likely a failure is, or what condition the dam is in. S-79 is held back by W.P. Franklin Lock and Dam , standing 31 ft high and running 1,700 ft along its crest , built across CALOOSAHATCHEE RIVER (C-43) in Lee County , near FORT MYERS SHORES DUC AREA . It was completed in 1965 , and is owned by USACE - Jacksonville District , to a design credited to CESAJ. Its recorded primary purpose is flood risk reduction — the pool is drawn down between storms so there is empty space waiting for the next flood, which is why this level can fall in dry weather and climb sharply after rain. Its spillway is gated, so the operator can hold the pool above the spillway crest and meter what leaves. NID classes it low hazard potential: a failure would be expected to damage little beyond the owner's own property. It is a consequence rating, not a condition rating.
