Shelbina is held back by Shelbina Lake Dam , an earthfill embankment, holding the pool back by sheer mass and an impervious core rather than by the strength of concrete , standing 28 ft high , built across TR TO SALT RIVER in Shelby County , near FLORIDA . It was completed in 1935 , and is owned by CITY OF SHELBINA (a local government owner) .
